I am selling an at&t phone that was shut off due to non payment is the esn clear?

The esn will not clear. It does not matter that you're selling the phone so long as your sim card is taken out of the phone. After you take the SIM card out, the phone is free to do whatever. The only thing that will be recorded in the system is that you own that phone. That phone's IMEI number can be traced back to your sim card. However, if you are the account primary or authorized user you can at any time have your IMEI replaced by another IMEI from a different phone.
