Does ';clear ESN'; mean the same thing as ';unlocked'; when buying a cell phone?

I see both terms used on eBay and am not sure if they mean the same thing . . .Does ';clear ESN'; mean the same thing as ';unlocked'; when buying a cell phone?
No. A clear ESN(CDMA phones) just means that it is cleared to be activated(no outstanding balance, not reported lost or stolen, etc.). Unlocked only refers to GSM and iDEN phones and means they can be used with any compatible provider's sim cards.Does ';clear ESN'; mean the same thing as ';unlocked'; when buying a cell phone?
