What specs are considered good for taking clear pictures in a cell phone camera?

A 1.3 mega pixel camera with zoom should be good enough or any higher mega pixel....but a VGA cam doesn't give as much good quality...What specs are considered good for taking clear pictures in a cell phone camera?
2 megapixels should be enough to go by. In my experience if it's a high quality phone, the camera will be decent.
